Jean-Marc Pierre

Mr. Jean-Marc Pierre serves as the Senior Congressional Analyst in the Congressional Affairs Contact Office at the Office of the Army Surgeon General.  His portfolio includes developing legislative proposals, writing testimony, and preparing Army Medicine senior leaders for congressional hearings.

Before retiring from the United States Army, Jean-Marc Pierre served in many combat and non-combat assignments.  He was the Deputy Director for International Relations at the United States Consulate in Jerusalem overseeing regional security affairs with the Palestinian Ministry of Interior in the West Bank, the Israeli Government and the International Community.  While on the Joint Staff, he led interagency activities to evacuate American citizens from Libya and to defeat the Qaddafi regime.  

During his career, he managed several strategic portfolios such as: the global positioning of conventional and nuclear assets for The Joint Staff; pursuing national interests overseas for a Special Operations Task Force; developing congressional strategy in the Office of the Chief Legislative Liaison for Army Secretaries John McHugh and Pete Geren. He was the Military Assistant to former Congressman Steve Israel of New York’s 4thDistrict.  Jean-Marc also had operational and tactical assignments ranging from the National Training Center in California to the Demilitarized Zone in Korea, Iraq, Afghanistan, Germany, Romania, and Bulgaria.

Jean-Marc Pierre is originally from Brooklyn, New York.  He was commissioned as an Armor officer and Distinguished Military Graduate from Fordham University in 1992 where earned a Bachelor of Arts in Political Science. He later received a focused Masters’ of Business Administration from Embry-Riddle Aeronautical University in aviation and macroeconomics, and a Masters’ of Military Arts and Science from the Army Command and General Staff College.  He is an adjunct Associate Professor in the University of Maryland system.  He lectures on the American government; global political economics; morality and war; and terrorism studies.  

Among his military awards are the Legion of Merit, Bronze Star Medal (with Oak Leaf Cluster), Defense Meritorious Service Medal (with Oak Leaf Cluster), Joint Commendation Medal, and Joint Achievement Medal (with Oak Leaf Cluster).  He is a member of the Order of Saint George, the Army Strategist Association, and the International Honor Society of Philosophy (Phi Sigma Tau).  In 2016, The Vatican invested Jean-Marc Pierre into the Ordo Equestris Sancti Sepulcri Hierosolymitani, OESSH (Equestrian Order of the Holy Sepulchre of Jerusalem). 

Jean-Marc Pierre currently resides in Virginia with his children, Eva and Gabriel.
